Basic development directions of Ustrzyki Dolne commune are included in the local strategy elaborated in 2000. The major strategic objectives of the commune are considered the following:
I. Accomplishing symbiosis between human activity and the natural environment, creating organic unity.
II. Promoting civilisation progress, through pursuing achievement of high standards of social and economic life.
III. Building civic society through systematic growth of self-organisation, activeness and entrepreneurship, as well as strengthening integration and identity of the local community.
The following are considered the operational objectives:
Creating multi-function economic system, combining: tourism, multi-specialist agriculture and rational forest management, preceded by the restructuring of production and organizational spheres of food sector.
The entire Ustrzyki Dolne commune is of holiday nature, meeting requirements of present tourist. Introducing holiday functions to the respective villages requires creating agro-tourist farms, which combine agricultural production with servicing tourists, utilising own capacities to fulfil those functions.
Adapting the whole town to the needs of tourist movement through:
- Convenient access, state of roads, local communication stop, parking places,
- Development of water-supply and sewage systems, as well as local sewage treatment plants on rural areas,
- Securing telephone connections,
- Creating public space (restaurants, cafés, shops) and attractive walking routes,
- Equipping complexes of villages in sport and recreational infrastructure: sports fields, swimming pools and small water ponds.
- Giving individual features to holiday settlements through exposing: cultural objects, viewpoints, reserves of nature and local craftsmen (wickerwork, pottery, lace-making, wood carving etc.).
1. Development of competitive - with reference to the other communes of Bieszczady - forms of tourism, through preserving existing natural virtues and regenerating degenerated cultural heritage, as well as securing original and attractive tourist offer.

- Construction of winter stadium in Ustjanowa,
- Development of winter station on Laworta hill (chairlift),
- Construction of retention water reservoir on Jasieńka,
- Construction of amphitheatre.
2. Determining regulations on natural environment protection, adapted to the specifics of its respective elements and legal requirements. Systematic development and improvement of efficiency of technical infrastructure, considering especially aiming to balance between water supplying and sewage purification. Implementation of this postulate has to consider topographic split-up of the commune and its bordering location (rivers: Strwiąż and Wiar flow to Ukraine), which means individual solution to every settlement.
3. Achievement of high quality standards of communication network in the frame of roads-layout and collective passenger transportation. Modernization of the roads-network of the commune, increasing comfort of the community life and tourists servicing.
4. Example program: Improvement of Traffic Safety on the National Road No 891, Sanok - National Border.
1) construction of ring road, going around the town centre,
2) building pavement and lighting system, and increasing standard of level crossings between Krościenko and national border-crossing.
Example program: Road and Railway Border-Crossing in Krościenko
- extending function of road and railway border-crossing for cargo movement, introducing veterinary and sanitary clearance,
- changing status of the railway border-crossing Krościenko - Chyrów from Polish-Ukrainian into the international one.
5. Air purification through liquidation of remaining local boiler houses and changing traditional heating system of the central boiler house into the gas heating, as well as introducing gas pipeline system onto the rural part of the commune.
6. Strengthening of servicing functions of the town, with simultaneous improvement of the quality of education and healthcare services.
7. Creating centres of activation and business support, as well as conditions for operational activity of economic, culture and vocation oriented NGOs.
Example program: Local Plan of Business Development, aiming to:
- Winning foreign/external investors,
- Attracting internal investors,
- Creation and modernization of business development infrastructure,
- Development of institutional environment for business (e.g. through creation of business support centre)
- Permanent cooperation of self-government, business and other organizations in order to create favourable environment for entrepreneurship development.
- Extending economic contacts and barter with Ukraine.
- Wide regional and national promotion of the communal virtues, exposing its unique nature and attractiveness for investors and tourists.
-Transfrontier cooperation of the Ustrzyki Dolne commune with Stary Sambor region.
The overall strategic and operational objectives are strictly connected with one another, both in the phase of formulating them, and during their implementation. In order to achieve the best possible result, the complex vision of the future commune is necessary.
Ustrzyki Dolne commune is an integral element of natural complex of Bieszczady Mountain, being an International Biosphere Reserve Eastern Carpathians. This position should be established both, in the created Carpathian Euroregion, and in the strategy of Podkarpckie Province. Starting from Białowieża Forest, through Polesie and Roztocze National Parks, until Bieszczady National Park, the eastern attractive areas spread, being the main factor of the development of the commune.
Aspiration of the commune for the high unique quality of living environment are quite realistic thank to domination of natural values. The major factors of development, basing on individual initiatives, are tourism, SMEs (producing and servicing), agriculture and forestry. The economic development shall be accompanied by the intellectual prime of the community, who stronger and stronger identifies itself with the living place. Together with the increase of the overall wealth, the number of people, preferring direct contact with nature and the unique survival conditions, will be increasing systematically. It concerns mainly tourists visiting the commune.
The network of living places, as a direct environment of human life, shall be aesthetic and of a high sanitary standard, offering comfortable living conditions of the local community and coming tourists. The town of Ustrzyki Dolne shall become an efficient unit of service for tourist movement, also an international one, having representative public places for local people and visitors. The picture of the commune shall be improved by well functioning technical infrastructure and better communication accessibility.
